Purpose: The purpose of the Northside Resilience Fund is to provide direct cash assistance to people living north of Delmar Blvd who received a red sticker, indicating severe structural damage, on their home as a result of the E3 Tornado on Friday, May 16, 2025. Eligible households will receive $3,000 to assist with their immediate and emergent needs. This flexible emergency funding is meant to give families most impacted by the tornado the flexibility to cover urgent and emergent needs and begin their recovery — on their terms.
Eligibility: This grant is intended for residents whose primary home was affected by the storm. Owning property impacted by the storm is not enough to qualify — eligible recipients must have been living at the property as their primary residence when the storm occurred. To be eligible, you must meet BOTH of the following criteria:
- You were living in the City of St. Louis, North of Delmar Blvd in one of the following neighborhoods at the time the tornado happened: Academy, College Hill, Fairground, Fountain Park, Greater Ville, Hamilton Heights, JeffVanderLou, Kingsway East, Kingsway West, Lewis Place, Mark Twain, North Riverfront, O'Fallon, Penrose, The Ville, Vandeventer, Visitation Park, Wells-Goodfellow, and West End.
- You were living in a home that the City of St. Louis’ Building Division assessed for damages and marked with a red sticker to indicate severe structural damage. You can read more about the Building Division Stickers here.
Renters and homeowners are eligible to apply. Landlords are not eligible.
One Per Household: Only one person in a home should complete this form. We can only award assistance one time per unique address.

What You Will Need to Apply: To complete the application, you will need information about your home and the results of the the post-tornado building safety assessment completed by the City of St. Louis.

- A recent (April, May, or June) utility bill (Gas, electric, internet or cell) with your name and address on it
- A recent (April, May, or June) social security statement
- A recent (April, May, or June) public benefit statement (SNAP, TANF)
- A recent (April, May, or June) paystub
- A recent (April, May, or June) bank statement
- A current rental lease
Please note we will not accept water, sewer, or trash bills as residency verification.
PURPOSE:
Invest STL and The St. Louis Association of Community Organizations (SLACO) launched the Small Dollars Action Fund for neighborhood groups like neighborhood associations, block units, and informal neighbor collectives in eligible areas. The goal of the fund is to support community members looking to connect with and engage their neighbors and accomplish quick, small initiatives.
IDEAS:
Consider activities like getting a video conferencing or mass text messaging subscription for your neighborhood, or creating yard or window signs to promote different events. Maybe your neighborhood wants to organize art, gardening, a dance party or read-aloud sessions to bring folks together. Whatever your idea, this grant is available to help you get started.
BEFORE YOU START:
- If you haven’t already, search your home address in the search bar at the top of our SDAF Eligibility Map to confirm the neighborhood or area in which you are located.
- Be familiar with eligibility requirements, activity criteria, and timeline for receiving funds on our website in the Frequently Asked Questions. Read these guidelines to answer any questions you may have about the application itself and review and award process.
- Please Note: To proceed in the application, you will be asked when you plan to implement your action(s). Apply for the season cycle during which you plan to implement your action(s): Apply during the Spring Cycle for activities happening March through June. Apply during the Summer Cycle for activities happening June through September. Apply during the Fall Cycle for activities happening September through December.
- Sign up for support sessions virtually or in-person as you prepare and complete your application. You may also contact us for support as needed.

- At least one person on your team must be comfortable using email for the duration of the cycle for important messages that will be sent through Submittable and email. APPLICATION + REVIEW STEPS (PLEASE READ):
- CHECK YOUR ELIGIBILITY: You will be asked a few basic questions about the intent and timeline of your action. If you enter information that is ineligible, you will not be able to complete the application. Consider if a different action or date would be eligible based on the questions.
- GENERAL INFORMATION: Provide group name, neighborhood(s), and your contact information as the primary applicant. Remember, you can always save your application and return to it by logging into your Submittable account. -- You can invite your team members to collaborate with you on the application by selecting "Manage Collaborators" at the top right corner of the application page. Anyone who works directly in the application must create a Submittable account.
- TEAM MEMBER VERIFICATION PROCESS: You will be asked to send a reference form request to each of your team members. This is different from adding collaborators to your application. Your team members will receive an email requesting that they verify their name and home address. They will not need a Submittable account to respond to this reference form. They must live in the same neighborhood or cluster as you, the primary applicant, and that of your activities, and respond before the application closes to remain eligible.

- FUNDING REQUEST: Complete a budget and indicate how much you are requesting from SDAF. View a sample budget in our Application Resources. Remember, you can always save your application and return to it by logging into your Submittable account.
- SUBMIT APPLICATION: You must click "Submit" at the end for your application to be received. You will receive a confirmation email and be able to log in to review your responses at any time.
- REVIEW PROCESS: Your application will be reviewed in the order received. We may reach out to you with questions or requests for additional information. Please respond promptly to inquiries about your application (sent through Submittable or by phone). If we don’t hear from you by the time the application closes, we will review your application as submitted. If you apply on the same day the application closes, you will have one week to resolve any issues that may arise.
